After a rocky first round in which Whitaker stunned him, Brewer moved his attack inside and pounded Whitaker's body and head, mostly with left hooks. Ignoring his jab, Brewer walked right in and worked Whitaker over.
Only in the eighth round was Whitaker able to regain an edge, but Brewer fought right back in rounds nine and 10 to seal the decision.
"I proved the critics wrong," said Brewer. "Everyone likes to write me off but I showed them I still have plenty left in the tank."
Brewer, who weighed 169 pounds, hopes for another crack at a world title. Whitaker, 171, wants another chance against a contender. He is 30 years old.
There was a stunning development in the scheduled 10-round junior welterweight semifinal when Philadelphia's Chucky T, subbing for Miguel Figueroa on nine days' notice, scored three knockdowns en route to a second-round KO over Scott DePompe, of West Milford, NJ.
The 25-year-old victor dropped DePompe late in round one with an overhand right and repeated with a similar knockdown midway through round two. When DePompe got up, Chucky T swarmed all over him, ending matters with a four-punch combination ending with a left-right. The time was 2.44.
Chucky T, 145 pounds, improves to 22-5-1, 12 K0s. Depompe, 143.75 pounds, now is 23-4, 10 K0s. He is 31 years old.
In other fights: Rogers Mtagwa, 126.75 pounds, Philadelphia, won by KO at 2.08 of the fourth round over Kareem Braithwaite, 127.5, Virginia Beach, VA, featherweights; Gurcharan Singh, 210.5, Atlantic City, scored a KO at 1.38 of the first round over Bryan Blakely, 208, Grand Rapids, MI, heavyweights; John Poore, 220, Upper Darby, PA, got off the floor in round one to score a KO at 1.36 of the fourth round over Al Torres, 279.5, Atlantic City, heavyweights; Mike Oliver, 122.5, Hartford, CT, scored a KO at 2.32 of the first round over Margaro Senquiz, 125.75, Akron, OH, super bantamweights; Shamone Alvarez, 147.5, Atlantic Ciy, scored a KO at 1.15 of the fourth round over Peter Kaljevic, 148.5, New York, welterweights; Ruslan Aminov, 153, Brooklyn, NY, scored a unanimous four-round decision (40-36, 40-36, 40-36) over Larry Parks, 154.75, Atlantic City, junior middleweights; Aslanbek Kodzoev, 154.75, Philadelphia, scored two knockdowns but was forced to settle for a Technical Draw when the referee ruled an accidental head butt had opened a cut over Larry Brothers' right eye and the doctor would not let Brothers come out for the third round of their scheduled four-round junior middleweight fight.
The crowd of more than 1,900 was one of the largest ever at the Tropicana showroom.
Former IBF world super middleweight champion Charles "The Hatchet" Brewer, of Philadelphia, maintained his position in the world rankings with a unanimous 10-round decision over Etianne Whitaker, of Warren, OH. Scores were 97-93, 98-92, 99-92 for the 33-year-old Brewer, who improved his record to 39-9, 27 K0s.
